Big's Sanitation
You will be receiving a bill from PAMS for garbage service.  The Borough was required by Borough code to bid the garbage out after our contract ended with Bigs Sanitation. Bigs was the only hauler to bid on the new contract. It was their decision to no longer bill and the new price was their bid price. We know change and increased prices are not easy. We hope the transition will go smoothly if we all work together. 
  • If you have a problem with service such as garbage collection, cans are broken, etc. please call Bigs at 1-724-823-8140
  • If you have a billing issue it will be pams you need to call at 412-828-0101
  • If you can't get an issue resolved please call the Borough office at 412-751-2655

​Municipal No-Lien Letter Requests
Lincoln Borough issues
Municipal No-Lien letters. Requests should be
made in writing and include
the following  information:

Current Owner’s Name
Property Street Address
Tax Parcel Number
Buyer’s Name
(if applicable)
Closing Date

Please enclose a check in the
amount of $35.00 payable to Lincoln Borough
if you would like your Lien letter e-mailed make sure we are provided with a good e-mail. If you would like it mailed then send request along with a self addressed, stamped envelope and mail to:

*Note: If this request is
needed in less then a seven day processing time, then the fee becomes $70.00 to
expedite.


Sewer & Garbage Lien Letter
PAMS should be contacted for all final Public Sewage and Garbage bills. 412-828-0101 or utilities@pamunicipalservice.com
There are fees associated with PAMS for these letters.

Dye test
To order a dye test, the seller must contact a plumber Licensed in Allegheny County. The plumber will fill out the dye test form and drop off at the Borough office with the processing fee. The Public Works department will reach out to set up an appointment for test. Someone must be available at the home to let them in.

All property sales must have completed and paid occupancy permit before letters will be released

Occupancy Inspection
Fees: Residential 1 & 2 family dwellings $65.00 per unit - Apartments $65.00 per unit -Commercial $ 100.00 per unit.  First re-inspection is free; all additional inspections will be charged a re-inspection fee of $45.00. There is a $35.00 processing fee for the application process, separate from the inspection. One check should be made out to Borough of Lincoln. The Borough will pay the inspector.
