Temporary New Office Hours
Just for your information, the Borough office is in a transition.  We ask that you work with us through this time. The office will be open on Tuesday, Thursday, and Friday from 9 am - 3 pm. Please call ahead to see if someone is available to help with what you need at 412-751-2655. The Police, of course, will always be on duty, and you should call 911 in the event of an emergency. 

BOROUGH OF LINCOLN CLEAN UP DAY
The Borough of Lincoln is hosting a Clean Up Day on Saturday, May 17, 2025, 9:00 to 12:00 pm. This event will be at 45 Abe's Way, Elizabeth, PA 15037 in the Municipal Building Parking Lot. Please bring your unwanted household items for disposal. However, please note the following restrictions:
NO Chemicals
NO Building Materials
All tires must have the whitewalls/sidewalls cut out
We will have an Electronics dumpster for all of your unwanted Electronics, this is the time to dispose of your unwanted TVs, Computers, Laptops, etc...
Please note that this is FREE for ALL residents. Lincoln Borough is opening their electronics dumpster up to any surrounding community that wants to get rid of Electronics, however there will be a $5.00  per item fee. This is for the Electronics dumpster only.

How to report a dead deer
 Who do I call to report a dead deer? If the deer is on a state road, call 412-781-3260, if it is on a Borough Road road call (724) 238-9523. When you call please give the nearest intersection of roads or a nearby address, (look for numbers on mailboxes or numbers on nearby houses). You must have an address or intersecting street.  If you are not sure if you are on a state or borough road call the office at 412-751-2655. We can always take care of this for you if you are having any issues. You can also click the link below and report on line.

Looking to build a Home in Lincoln! Best Kept Secret in the Valley!
Are you looking to build in Lincoln? We are the best-kept secret of the Mon-Valley. People never realize where Lincoln is. I wonder if you know the Carriage Inn is in the Borough of Lincoln. We are 5.2 Square miles of mostly wooded lands. There have been different vacant parcels going up for sale. We would like to say "you are welcome" to our rural piece of the Valley and we are here to help.  One of the things in Lincoln is you will probably not be able to hook up to public sewage. Don't let that discourage you. Imagine not having that large sewage bill. There are on-lot systems that can be utilized for buildings without public sewage. Here are the two forms needed to get you started with Allegheny County our Sewage Enforcement Officer.

Dog owners in Allegheny County are required by law to obtain a license for every dog that they own. 

  • Dog License Application
  • DATE (alleghenycountytreasurer.us)
  • Lifetime Dog License Application (for use in Allegheny County only)
  • Online Dog License Application (New or Renew)
You may also want to ensure that your dog will be found if it is lost by having a microchip inserted under your dog’s skin by a veterinarian.

Yellow Dot
This program assists citizens in the "golden hour" of emergency care following a traffic crash when they may not be able to communicate their needs themselves. Placing a Yellow Dot decal in your vehicle's rear window alerts first respondents to check your glove compartment for vital information to ensure you receive the medical attention you need. The program is a cooperative effort between PennDOT, the state departments of Health and Aging, the Pennsylvania State Police, the Pennsylvania Turnpike Commission, first respondents, and local law enforcement.
